What are the different funding streams?
Qualifications and units are available in several funding streams to suit different learner requirements.
- 19-23 Entitlement funding: Level 2 and 3, qualifications only.
- 19+ Local Flexibility funding: Entry to Level 2, qualifications, units and non-regulated learning.
- English and Maths Entitlement funding: Entry to Level 2, GCSEs and Functional Skills qualifications, other English and Maths qualifications and units.
- Digital Skills Entitlement funding: Entry and Level 1, (Digital Skills Qualifications available from September 2020), for adults who don’t have the basic digital skills they need for life and work. This is fully funded.
- ESOL funding: Entry to Level 2, qualifications and units.
Increased flexibility for learners in receipt of low wage
The Adult Education Budget (AEB) low-wage trial, which started in 2018 to 2019, will continue in 2022 to 2023, enabling providers in receipt of ESFA-funded AEB to fully fund learners who are employed and in receipt of a low wage and cannot contribute towards the cost of co-funding fees. The low-wage threshold has been increased to £18,525.
This means that learners who earn less than £18,525 annual gross salary, and who are eligible for co-funding under local flexibility funding, can be fully funded. The new rule is captured in the eligibility table included in each list.
- Advanced Learner Loan funding: Level 3 to 6, qualifications only.
- Level 3 Free Courses for Jobs offer: Level 3 qualifications only
The Level 3 Free Courses for Jobs offer (previously known as the National Skills Fund) aims to help adults without Level 3, or those with a Level 3 who are unemployed or on a low wage, to gain a Level 3 qualification.
Eligible learners can take one short qualification from the Level 3 Free Courses for Jobs offer without exhausting their eligibility. 19-23-year-olds without a Level 3 can choose a qualification from the Level 3 Free Courses for Jobs offer or the AEB 19-23 entitlement list. If a 19–23-year-old completes a qualification that is on both the 19-23 legal entitlement list and the Level 3 Free Courses for Jobs offer they will have exhausted their Level 3 legal entitlement. For 19–23-year-olds, the Level 3 Free Courses for Jobs offer is funded through the AEB.
