Higher Technical Education Skills Injection Fund

Pearson Higher Education Qualifications are delighted to be able to support our Pearson approved centres, providers on the OfS register and Higher Education institutes, based in England, who are planning to deliver Higher Technical Qualification (HTQ) qualifications and who wish to apply for the Higher Technical Education (HTE) Skills Injection Fund 2022 to 2023 .

The HTE skills injection fund is being launched with a total budget of up to £32 million (up to £22m capital for specialist equipment and perpetual software licence costs, and up to £10m resource) available to providers who meet the eligibility criteria.

The aim of the fund is to support providers to create additional capacity to grow and deliver high quality Level 4/5 provision and HTQs.

We are committed to supporting the growth of high-quality provision via Higher Technical Qualifications and can offer a wide range of qualifications and other support to those providers who wish to engage with the bid.

Our qualification offer

Higher National qualifications awarded Higher Technical Qualification status:

To achieve a Higher Technical Qualification quality marked Higher National, dependent on the sector, students may study either a Higher National Certificate for England or a Higher National Diploma for England or both.

For example, digital and healthcare qualifications require the student to study a Higher National Diploma for England to attain the Higher Technical Qualification quality mark. Sport requires the study of a Higher National Certificate for England and construction provides the opportunity to achieve the Higher Technical Qualification quality mark by studying either the Higher National Certificate for England or the Higher National Diploma for England.

Pearson has also submitted a range of BTEC Higher Nationals to the Engineering and Manufacture and Business and Administration routes which are also in scope for this round of funding and we can support you in your bids in these areas.


The HTE Skills Injection Fund is open to applications from eligible organisations, based in England, who meet the criteria and excludes those with ‘inadequate’ Ofsted ratings and those not registered with the OfS:   

  • Institutes of Technology (IoTs)
  • Further Education Colleges 
  • Higher Education Providers
  • Independent Training Providers 
  • Consortia

To apply for the funding, [the Education Skills Funding Agency states] you must:

  1. Meet the eligibility criteria
  2. Provide data on predicted learner numbers with some reasoning of how you have arrived at those numbers, providing a clear justification on any growth in your numbers.
  3. Outline how you plan to support learners to build up their learning more easily to qualifications at Levels 4, 5 and 6 throughout their lives, demonstrating the availability of progression routes into higher level learning or employment
  4. Provide supporting evidence on how the funding will build capacity and improve the quality of provision.
  5. Include information on:
  • why you are projecting these learner numbers; 
  • how you intend to spend the funding;
  • how the funding will help build capacity and improve the quality of provision; 
  • which specific groups or individuals will benefit from the funding.
