January 2025 BTEC update for Business, Applied Law, Enterprise and Marketing
A Happy New Year and welcome to this first update of the year.
At the end of last term, the DfE published the outcomes of the review of Post 16 qualification reform. This provided more certainty around future funding in England for our BTEC Nationals for learners starting in September 2025 and in September 2026. There will be more information later about what happens from 2027 onwards. You may be interested in joining our briefing on 15 January (details below).

The BTEC Bitesize BTEC Tech Award in Enterprise videos
These videos cover Components 1 and 2, breaking each component down into the five tasks required in the PSA with suggestions to help prepare learners for each task.
We have published new exemplar standardisation materials (ESMs) for the internal components. You can download these from the course materials page, under teaching and learning materials.
We add new ESMs after every assessment series to give you additional fresh examples based on the most recent Pearson Set Assignments.
The terminal assessment rule requires learners to take the external assessment at the end of their qualification (when the learner is due to certificate). This means that learners must sit internal component assessments either prior to or in the same series as the external assessment to fulfil this terminal rule.
If a learner chooses to retake an internal assessment in a series after they sat the terminal external assessment, they will also need to resit the external component to satisfy the terminal rule.
Learners are allowed one resit of the external assessment within the programme.

The BTEC Works site can help with recruitment of learners.
In December, the DfE published the outcomes of the Review of Qualifications Reform at Level 3 in England. This confirms which qualifications will be funded for 16-19 learners in England for the academic years 2025/26 and 2026/27.
The review has confirmed that the government will not move forward with the proposal to restrict the study programme rules of combination to one AAQ and two A levels. This means that you can work with students and their parents to determine the best study programme for each learner.
The approach the review has taken means funding decisions will vary by sector. We have updated our funding guides to reflect the latest guidance for academic years 2025/2026 and 2026/27.

BTEC Post 16 Levels 2 and 3: Briefing Session for Business, Marketing and Enterprise
This session is for centres in England only and will focus on the impact of Government reforms on post 16 qualifications and funding. You will hear our latest updates in response to Government's announcement (scheduled for December) after the pause and review and have the opportunity to ask questions or hear from other centres who may have questions of their own.
Launch of Skills England
The Prime Minister and Education Secretary have announced the launch of Skills England. This new organisation will bring together central and local government, businesses, training providers and unions to meet the skills needs of the next decade across all regions, providing strategic oversight of the post-16 skills system aligned to the Government’s Industrial Strategy.
Skills England will be established in phases over the next 9-12 months to create a responsive and collaborative skills system and the Skills England Bill will transfer functions from the Institute for Apprenticeships and Technical Education (IfATE) to Skills England.
Richard Pennycook CBE, former chief executive of the Co-operative Group and lead non-executive director at the DfE, has been appointed as the interim Chair.
