16-18 funding error in AS qualifications, affecting FE colleges only

We are sorry that due to an error affecting FE colleges only, Level 3 GCE AS qualifications in Art and Design and Business Studies were not funded for September 2013.

An error with end dates meant that these qualifications were late being extended, so they were not funded on time. This only affects further education colleges, not schools.

We have now fixed the error and extensions have been published on the section 96 website. The qualifications' start dates are backdated to September 2013.

  • The issue affects 16-18 funding eligibility for:
  • Pearson Edexcel Level 3 Advanced Subsidiary GCE in Business Studies (50024449)
  • Pearson Edexcel Level 3 Advanced Subsidiary GCE in Art and Design (50026410)

The qualifications did not make it into the data used for the R05 return, so it will be the R06 January return before this qualification can be included. Please note that if any institutions included these qualifications in the R05 collection, the data collection will not validate any part of the student’s programme.

We have been in touch with the Education Funding Agency (EFA) to confirm how centres can best deal with this issue.

There are two options:

  • wait until January, when the qualification will be available again
  • use the full A level, and then transfer the student once the AS is available.

Technically, the EFA favours the first option.

If an institution does not have correct student numbers because of this problem, they will be able to submit a business case for the numbers to be adjusted.

Schools will not be affected by this issue as they don’t currently make ILR returns and only return the autumn census for post-16 data. If any schools couldn't include the qualification in the census when they returned it in October, the next opportunity will be autumn 2014.

Once again, we are sorry for the inconvenience this has caused. We always try to ensure qualifications are approved and funded on time to ensure these kinds of problems do not arise.
